Russia’s Mediterranean fleet is in decline, with old ships, international isolation and the war in Ukraine the main problems, writes 19FortyFive defense columnist and intelligence analyst Isaac Seitz.
Russia has long sought to have a warm-water port in the Mediterranean. Moscow received the base in Tartus, Syria, from the Assad regime. It was the only permanent foreign naval group of the Russian Federation.
Since 2013, Russia has resumed a permanent presence in the region, countering the US fleet.
The fleet is based mainly in Tartus, but is losing combat capability. The warships are mostly from Soviet times. In 2025, an incident with a fire on the ship “Kildin” was confirmed.
There are no longer any submarines in the area of responsibility – a key element of deterrence.
Reasons for decline: 1. aging of ships and problems with repairs; 2. War in Ukraine: resources reoriented to the land campaign; 3. geopolitical isolation: Türkiye blocked the Bosphorus, cutting off the Mediterranean Sea from the Black Sea Fleet; 4. Limited access to ports and NATO hostility.
In addition, the Russian fleet has faced harsh geopolitical consequences, in particular the reduction of Russia’s influence in Syria, Libya, and the Middle East.
All this undermined Russia’s ability to influence sea routes in the region.
Analysts predict that Russia will probably not abandon its Mediterranean ambitions. Provided the war in Ukraine de-escalates, shipbuilding and fleet modernization may be resumed.
The Kremlin may increasingly engage private military companies such as Wagner to maintain influence. New alliances with Iran, China, or Algeria as a source of port and logistical support are possible.
At the same time, Seitz notes that without a strategic reorientation and resource support, Russia’s presence in the Mediterranean will continue to shrink, opening up new opportunities for NATO and reducing Moscow’s influence in the Middle East.
Earlier, columnist, ex-sergeant and former warrant officer of the US Army Special Forces Steve Balestrieri assessed Russia’s chances of building the aircraft carrier “Storm”. According to him, Russia does not have the experience, resources and technology to make this a reality.
According to Balestrieri, the huge aircraft carrier was supposed to be laid down in 2025 and commissioned by 2030. In addition, Russia allegedly plans to build three more aircraft carriers to “keep the West at bay in the Arctic.” However, as the observer noted, Russia does not have a shipyard that could build the “Storm.”
