The Main Intelligence Directorate of the Russian Federation has instructed its agents in Europe to urgently establish the identities and entourages of influential critics of the Russian government. The goal is to prepare possible intimidation and pressure operations. This is reported by The Moscow Times. In early 2025, the Main Intelligence Directorate of the Russian Defense Ministry stepped up operations against opposition-minded public figures in Europe . According to the Dossier Center, GRU agents received direct orders to collect the most detailed information possible about people who openly oppose the Kremlin. First and foremost, we are talking about politicians, journalists, bloggers, activists, and representatives of creative circles whose anti-war and anti-Kremlin positions influence public opinion.
The agents are required to provide not only biographical data, telephone numbers and residential addresses, but also information about the financial connections, sponsors and business partners of these individuals. According to sources, the collected dossiers can be used in special operations aimed at discrediting, intimidating and even possibly physically eliminating opponents. Potential perpetrators of such tasks may include both recruited perpetrators found on the Internet and representatives of organised crime or radical right-wing groups in the EU . Experts do not rule out that such actions are part of a broader hybrid strategy by Russia to undermine democratic institutions and attempt to silence external critics of the regime . The Dossier Center is an international project founded by Mikhail Khodorkovsky that specializes in exposing corruption and the activities of Russian intelligence agencies.
Let us recall that European intelligence services reported that Russia was preparing a possible aggression against the EU, against which backdrop Kaja Kallas called for increased support for Ukraine and an increase in defense spending. According to the official, EU states should be prepared for the fact that an aggressor country may try to test their defenses in the coming years. In this regard, the head of European diplomacy named the continuation of military support for Ukraine as a priority task, and also pointed out the importance of EU countries increasing their defense spending. “There is no doubt that we can do more to help Ukraine ,” Kallas said, expressing confidence that with European help Kiev can win. She supported statements by US President Donald Trump, who believes that NATO allies should invest more in defense.
